- Your new card is not a credit card. It is a Visa debit card that is issued to you by BB&T, on behalf of the West Virginia Bureau for Child Support Enforcement. You can use your card anywhere that accepts Visa. Just give the card to a cashier, waiter, or attendant, and then sign your receipt or enter your PIN to complete your purchase. Each time that you use your card, the purchase amount is deducted from the amount of money available on the card. Your support payment is automatically loaded onto your card at the time you would normally receive your paper checks.
