METRO was chartered in 1964 by the New York Board of Regents as a reference and research resources (3Rs) library council to promote and facilitate utilization of existing resources and to develop additional library services in the New York Metropolitan Area: the five boroughs and Westchester county. Today METRO has a staff of 15, a membership of 270 institutions and represents 1200 libraries.
