- The idea of organizing interregional language and culture exchanges was born in late 2005 when Tobias Neugebauer, founder of the programme, was working for a company giving services to mostly UK citizens residing on the COSTA BLANCA. Living in one of the urbanizations he found that European residents are often isolated from eachothers. The separation of foreign residents and the local population living in this area, is difficult for him to understand and he sees potential in mixing cultures to enable the exchange of cultural information and linguistic knowledge.
