- Tidewater Search and Rescue is a 501(c)3 non-profit charitable corporation founded in 1985 and based in Norfolk Virginia. TSAR is a member of the Appalachian Search and Rescue Conference Inc. in Charlottesville Virginia. As of October 2006 TSAR has become a member of the Southeast Louisiana Search and Rescue Team. As of March 2001, TSAR has obtained an additional MOU with the Commonwealth of Virginia, the first steps to extending our operational area into North Carolina. We provide incident command, staff and ground search resources for lost person searches in both wilderness and urban settings and downed aircraft throughout Virginia, Maryland, Pennsylvania and West Virginia. Our members are trained in technical and semi-technical rescue, search tactics/techniques and land navigation to accomplish this mission. In 2005, TSAR has expanded our search capabilities with the addition of our K-9 section.
