- WALTER H. WHEELER earned a Bachelor of Science Degree, specializing in Freshwater Ecology from Florida Technological University (now the University of Central Florida) in 1972. His experience as the Supervisor of the Dredge and Fill Section for the St. Johns River Water Management District of the Florida Department of Environmental Regulation (1975-1981) provided him with a comprehensive working knowledge of state, as well as federal and local rules and regulations governing activities within wetlands and surface waters. Prior to becoming Supervisor of the Dredge and Fill Section for the Florida Department of Environmental Regulation in Orlando Walt held positions as a Field Inspector, Lead Inspector and Area Supervisor for the State of Florida Board of Trustees of the Internal Improvement Trust Fund, between June of 1973 and July of 1975.
